On 3.8.0.0 having a global password for settings prevents you from administrating the server. It continually asks for a login with a username / password but doesnt accept any accounts (from anyone, including users set as winflector administrator)
Reproduce steps:
After upgrading from 3.7, if the setting is set to 'protect with global password', WMTOOL will instead ask for for user login/password instead but not accept anything, including original global password and admin.
if you restart the server after activating a license (with a clean WF install), changing to 'protect with global password' will result in WMTOOL ask for for user login/password instead but not accept anything, including original global password.
This means we are essentially locked out from Administration unless we reinstall.
Another bug I noticed is that when selecting allowed apps for users, the settings would not stay. IE you shft click the apps you want a user to have, but then these settings are not saved. Going back into the settings after saving them shows a user with no apps.
