I am using Windows 8.1 as the server, the objective being to publish the Hyper-V management tools for 2012 (only available via a windows 8.1 client).

I have immediately hit a problem in that mmc.exe itself cannot be published. All the tools I need are mmc extensions, so without MMc working I can go no further.

The error is "Error 53: SRV: general error starting application,740,0. Loc[GTeInitializeCommunication]

Test apps (such as notepad etc.) work fine. Nothing in any log files that I can find.

This occurs when using authentication by Windows.

You should do the following:

1. Disable UAC.

2. Modify the UAC on Local Security Policy for users in the following steps:

  • Login with Administrator
  • Type in secpol.msc into the Start menu search box and hit enter
  • Browse down to Local Policies \ Security Options\ User Account Control:Run all administrators in Admin Approval Mode  - double-click on it and Disable (reboot required).
  • Change the setting to "Elevate without prompting".
