We have tried to reproduce this, but without success. We have created a batch file with this call: rundll32 shell32.dll,ShellAboutW and it is closing on exit correctly. You can make this test on your installation and let us know about results. You can check what is running via rundll32 using the guidelines on this page: https://www.raymond.cc/blog/identify-loaded-rundll32exe-in-windows-task-list/.
